What are nuisance birds, and what makes them a problem here?
Nuisance-bird problems come down to three species, and naming them precisely is the whole foundation of the job. The birds that cause real building conflicts in Northeast Wisconsin are the European starling, the rock pigeon, and the house sparrow — and all three share two crucial traits. First, they’re non-native, introduced species, thoroughly adapted to living on and in human buildings. Second, and this is what makes direct control possible, they are not protected under the federal Migratory Bird Treaty Act. Starlings, house sparrows, and pigeons are, along with resident game birds, among the only birds in the country that can be controlled directly rather than merely deterred.
That legal fact cuts both ways, and it’s why identification comes first on every job. Because these three aren’t protected, we can exclude, remove, and clear their nests directly. But native birds are protected, and misidentifying a native sparrow, a barn swallow, a native cavity-nester, or any other protected bird — and acting on it — is a federal violation. A responsible nuisance-bird job always starts by confirming that the bird actually causing the problem is one of the three species the law allows us to control. Get that wrong and you’re either failing to solve the problem or breaking the law.
The Clintonville area gives these birds everything they want. This is barn-and-outbuilding country — dairy operations, pole barns, machine sheds, cribs, and feed storage — and starlings and sparrows are hardwired to exploit exactly that: open gables and eaves to get in, rafters and ledges to nest on, and spilled grain and livestock feed to eat. Add the older village housing with its open soffits, unscreened vents, and weathered eaves, and the storefronts and signage of the business districts, and you have a landscape built for nuisance birds. Identification: the three species that matter
European starling. A stocky, short-tailed blackbird, glossy black with a green-purple sheen and, in winter, white speckling; the bill is yellow in breeding season. Starlings are aggressive cavity nesters that pack into vents, soffits, barn gables, signage, and any sheltered opening, and they form large, noisy flocks, especially in fall and winter. They’re the species most associated with fouled barns, contaminated feed, and huge roosting flocks. Introduced to North America in the 1890s, they’ve become one of the continent’s most damaging bird pests.
Rock pigeon. The familiar city-and-farm pigeon, variable in color from blue-gray to white to mottled. Pigeons roost and nest on ledges, beams, rafters, bridges, barn lofts, and building faces, returning loyally to the same site and building up heavy droppings over time. They’re the classic source of the thick guano accumulations on ledges, signs, and in barn lofts that create both the structural and the health problems.
House sparrow. A small, stocky, building-associated sparrow — the male with a black bib and gray crown, the female plain brown. House sparrows nest in vents, signs, cavities, eaves, and any nook on a structure, are tightly tied to buildings and barns, and, like starlings, foul feed and displace native cavity-nesters. Because native sparrows are protected, the house sparrow is the species where correct identification matters most legally.
The reason to insist on ID is simple: these three can be controlled; nearly every other bird you might find nesting on a building cannot. Barn swallows, phoebes, native sparrows, woodpeckers, and the rest are protected, and the response to a protected bird is a different, deterrence-and-timing conversation. Confirming the species is step one, every time.
Wisconsin behavior and the nesting cycle
These birds are building pests by nature, and their behavior around structures is remarkably consistent.
All three are cavity and ledge nesters that see your building as cliff-and-cave habitat: vents are cavities, eaves and gables are sheltered ledges, soffits are hollow voids, and barn rafters are cliff faces. They’re highly site-loyal — a pigeon or starling that has claimed a good roost returns to it relentlessly and will fight to keep it — which is why simply clearing a nest or scaring the birds off produces only a brief vacancy before they’re back.
They nest repeatedly through the warm season. Starlings and house sparrows can raise multiple broods from spring into late summer, and pigeons will nest nearly year-round when conditions allow. This is why there’s rarely a long window when a building is naturally bird-free, and why exclusion — not waiting them out — is the answer. Each nesting cycle adds more droppings, more nesting material blocking vents and gutters, and more mites and parasites.
Flocking is a starling and pigeon specialty. Starlings form large fall and winter flocks that descend on feedlots, barns, and roost sites in numbers that overwhelm any scare tactic, and these flocks are behind the heaviest feed contamination and the biggest droppings problems on farms. Pigeons build up dense, persistent colonies on favorable structures.
And all three are food-driven. Starlings and sparrows are drawn to and sustained by spilled grain, livestock feed, and accessible food, which is the engine behind barn and feedlot infestations. The birds are there because the food is there — which means feed and spillage management is part of any real solution, not an afterthought.
When are nuisance birds active in Northeast Wisconsin?
Spring (April–June). Nesting ramps up hard. Starlings and sparrows claim vents, soffits, gables, and signage and begin the first broods; pigeons are nesting too. This is when new nests block vents, and when the droppings and parasite load starts building at each site. It’s the season people first notice birds coming and going from a vent or eave.
Summer (July–August). Continued nesting — multiple broods for starlings and sparrows — keeps the pressure on. Nesting material accumulates in vents and gutters, droppings pile up under roosts, and the young of the year swell local numbers.
Fall (September–November). Starling and pigeon flocking peaks. Large flocks concentrate on barns, feedlots, and roost sites, driving the worst feed contamination and droppings buildup of the year. This is also a practical season for exclusion work, getting the structure sealed and guarded before the birds re-establish for winter and next spring.
Winter (December–March). Birds seek the warmth and shelter of barns, vents, soffits, and heated buildings, and starling flocks roost in large numbers. Feed storage and livestock barns are especially attractive when natural food is scarce, so winter is when barn and feed contamination can be at its most concentrated.
What draws nuisance birds to your property specifically
Barns and outbuildings. This is the big one in our area. Open gables, eaves, and vents give entry; rafters, purlins, and ledges give roosting and nesting real estate; and spilled feed and stored grain give the food that makes it all worthwhile. Dairy and livestock operations, with their feed, water, and warm shelter, are among the most attractive sites there are for starlings and sparrows.
Vents and soffits on houses. Dryer, stove, and bath vents, and open or damaged soffits and gable vents on the region’s older homes, are ready-made nesting cavities that starlings and sparrows exploit constantly.
Ledges, signage, and building faces. Storefront signs, sheltered ledges, beams, and the faces of commercial buildings give pigeons and starlings the roosting sites that lead to heavy droppings on the walkways, entries, and merchandise below.
Accessible feed and food. Beyond farm feed, this includes pet food, garbage, dumpsters behind businesses, and spillage anywhere — all of it sustaining local bird numbers.
Water. Livestock waterers, ponds, and standing water round out the habitat, giving flocks a reliable drink alongside the food and shelter.
Signs of a nuisance-bird problem
The signs are usually obvious once you know to look. Birds repeatedly entering and leaving a vent, soffit, gable, or eave is the clearest sign of active nesting. Droppings accumulating on the ground, walkways, ledges, machinery, feed, or vehicles below a roost point straight to where the birds are concentrating. Nesting material — straw, grass, feathers, debris — protruding from a vent, packed into a soffit, or clogging a gutter is both a sign and a hazard.
You’ll also hear them (starling chatter and the constant activity of a sparrow colony are distinctive) and see the flocks, especially starlings and pigeons gathering on barns, wires, feedlots, and roof lines. On farms, fouled and depleted feed and droppings in and around feed storage and waterers signal that birds are working your feed. Staining and corrosion on siding, signage, gutters, and roofing beneath roosts is the slower structural sign that a roosting problem has been going on a while. And the presence of mites or other parasites around a nest site is a sign that the nesting has been established long enough to build up an ecosystem of its own.
The risks: health and structural
Nuisance birds carry a health load that people consistently underestimate, on top of real structural damage.
Histoplasmosis is the headline health concern. Accumulated droppings from starlings and pigeons — the kind that build up in a barn loft, an attic, a soffit, or on a ledge over months and years — can harbor the fungus Histoplasma, whose spores become airborne when dried droppings are disturbed. Breathing those spores can cause histoplasmosis, a lung disease that ranges from flu-like to serious, especially for anyone with a weakened immune system. This is precisely why cleaning up heavy droppings is hazardous work done with dust control and protection, not a broom-and-dust-mask job — the act of cleaning carelessly is exactly what launches the spores.
Beyond histoplasmosis, droppings and nesting material can carry other pathogens and bacteria (including E. coli, Salmonella, and others), and bird nests host mites, fleas, ticks, and other ectoparasites that can move into the building and onto people and animals. On farms, starlings and sparrows contaminate livestock feed and water with droppings and can spread diseases within herds and flocks — a documented economic and animal-health problem on dairy and livestock operations.
Fire and airflow hazards come from nests in vents. A nest packed into a dryer vent is a genuine fire risk; nests in stove, bath, and gable vents kill the airflow those vents exist to provide, causing moisture, backdrafting, and efficiency problems.
Structural damage comes from the droppings themselves, which are acidic and corrosive. Over time they degrade paint, metal, stone, concrete, and roofing; stain and mar siding and signage; clog and corrode gutters and drains; and add weight and moisture that shorten roof life. Nesting debris blocks gutters and vents. What begins as an eyesore becomes a real maintenance and repair expense if roosting is allowed to continue.
For a business, there’s also the plain matter of appearance and liability — droppings on entries, walkways, and merchandise are a customer-facing problem and a slip hazard, which is why commercial bird exclusion is such common work.
Why doesn’t DIY work on nuisance birds?
The standard homeowner and business-owner attempts fail for consistent reasons rooted in how these birds behave.
Scaring doesn’t last. Fake owls, reflective tape, plastic hawks, distress-call devices, and the like give short-term relief at best. Starlings, pigeons, and sparrows are intelligent and site-loyal, and they habituate within days once they learn a scare device is an empty threat. A decoy on a barn gable is ignored by the end of the week.
Clearing nests without exclusion just resets the clock. Because these birds are so site-loyal, knocking out a nest and leaving the vent or eave accessible means they rebuild in the same spot within days. You can clear the same vent all summer and never get ahead of it.
The access is still there. This is the core failure: as long as the eave is open, the vent is an easy cavity, the ledge is available, and the barn gable is wide open, the birds have a reason and a way to come back. Every approach that doesn’t physically deny access is temporary.
The food is still there. On farms especially, leaving spilled feed and open grain in place keeps the birds well-fed and anchored no matter what you do at the roost. Ignoring the feed and sanitation side dooms the effort.
The cleanup is genuinely hazardous. The DIY instinct is to grab a broom and clear the droppings — which, with dry, built-up droppings, is exactly the wrong move, launching histoplasmosis spores and stirring up mites and pathogens. Proper cleanup needs dust control and protection.
And the legal trap is real. A frustrated property owner who acts against birds without confirming the species can run afoul of federal protections if the bird turns out to be native. The whole effort depends on correct identification first.

How do you keep nuisance birds out?
Keeping nuisance birds off a building is about closing the access and cutting the food — the same logic as the control job, applied before the problem takes hold.
Screen and guard every opening. Fit guards on dryer, stove, bath, and gable vents; screen soffit and gable openings; and close the gaps in eaves and building faces that give starlings and sparrows their cavities. On barns and outbuildings, screen or net the gable and eave openings that let birds in.
Deny the roosts. Net off open rafters, beams, and building faces where pigeons and starlings gather, and fit spikes or other deterrents on ledges, signage, and beams to stop roosting before droppings accumulate.
Manage feed and food. Store grain and livestock feed in closed, bird-proof containers; clean up spillage around bins, feeders, and cribs promptly; secure garbage and dumpsters; and don’t leave pet food out. Cutting the food is what keeps the property from being worth a bird’s while in the first place.
Maintain the building. Keep soffits, fascia, eaves, and vent covers sound and closed; repair damaged screens and covers; and clear gutters. Well-maintained buildings offer far fewer footholds.
Act early. Address the first birds and the first nest before a site becomes an established, site-loyal colony — a handful of starlings at a vent is far easier to exclude than a barn full of them with years of droppings built up.
