FDA FSMA and 21 CFR Part 117

The foundational rule for most human-food processors is the FDA Food Safety Modernization Act (FSMA), specifically the Preventive Controls for Human Food rule, codified at 21 CFR Part 117. It does two things that matter for pests.

First, it modernizes and enforces current Good Manufacturing Practices (cGMPs). The GMPs require that the plant be maintained to prevent food from becoming contaminated by pests, that pests be excluded from the facility, and that effective measures be taken to protect against contamination — the pest-exclusion and sanitation provisions of Part 117’s GMP requirements. Pest management is, in regulatory terms, part of your GMP and sanitation program.

Second, Part 117 requires a written food safety plan built on a hazard analysis and risk-based preventive controls, developed or overseen by a Preventive Controls Qualified Individual (PCQI). Where the plan relies on prerequisite programs and sanitation controls, those have to be monitored, verified, corrected when they fail, and documented. A pest management program is one of those supporting programs, and the expectation of monitoring, corrective action, and record-keeping flows straight down into how the pest program is run. “We spray monthly” doesn’t satisfy Part 117. A monitored, documented, corrective-action-driven program does.

HACCP, GMPs, and prerequisite programs

Whether or not FSMA applies in full, most plants run on a HACCP framework (Hazard Analysis and Critical Control Points) supported by prerequisite programs — sanitation, GMPs, supplier controls, and pest management among them. Pest control is a classic prerequisite program: it’s not usually a critical control point itself, but a failure in it can undermine the whole plan. The program has to be defined in writing, assigned to a qualified party, executed on a schedule, monitored, and documented, with deviations corrected and recorded. Beyond the federal floor, most plants selling to retailers, foodservice distributors, or larger customers are required by those customers to certify to a third-party food safety standard, and this is where pest programs get scrutinized hardest.

SQF (Safe Quality Food) and BRCGS (the standard formerly known as BRC) are both GFSI-benchmarked schemes — recognized under the Global Food Safety Initiative — with detailed, explicit pest-management requirements. AIB International is another widely used audit and inspection body; its Consolidated Standards are common in bakeries, ingredient plants, and packaging operations. AIB runs its own program rather than being GFSI-benchmarked, but its expectations for pest management — thorough documentation, exclusion, sanitation, and monitoring — run in the same direction. USDA FSIS where meat and poultry are involved

If your plant slaughters or processes meat or poultry, you’re also under USDA Food Safety and Inspection Service (FSIS) jurisdiction, with an inspector on-site. The relevant sanitation rules live in 9 CFR Part 416, including the Sanitation Performance Standards, which require that the establishment’s grounds and facility be maintained to prevent pest harborage and that pests be controlled and excluded from areas where product is handled or stored, backed by your Sanitation Standard Operating Procedures (SSOPs). The pests that drive nonconformances in a plant

The pests that threaten a processing facility overlap with — but aren’t identical to — the ones in a restaurant. In a plant, the biggest recurring threat is usually the one that comes in with the ingredients.

Stored-product beetles and moths: the plant’s defining pest

Stored-product insects are the signature food-plant pest. This is a large group — stored-product moths like the Indianmeal moth, and beetles including the warehouse beetle, cigarette beetle, sawtoothed grain beetle, red flour beetle, and confused flour beetle among others. What unites them is that they infest dry, stored food: raw grain and flour, spices, dried fruit and nuts, cocoa, pet-food-grade ingredients, finished product, and — critically — the spillage, dust, and residue that accumulate in equipment, augers, legs, racking, and structural voids. That accumulated residue is a hidden breeding reservoir that reseeds product long after the original infested lot is gone.

They arrive two ways: inside incoming ingredients and by breeding in-plant residue. The Indianmeal moth in particular is a strong flier whose larvae spin silk webbing through product, and a single infested pallet can seed a warehouse. Control is not fogging — fogging kills flying adults and does nothing to the larvae and eggs buried in product and residue, so the population simply rebuilds. Real control is finding the source, aggressive sanitation of spillage and residue, strict stock rotation on a first-in, first-out basis, inspection of incoming loads, exclusion to keep flying adults from spreading, and targeted treatment of infested structural harborage — all guided by monitoring.

Rodents: the exclusion-and-documentation pest

Rats and mice threaten a plant through contamination, gnawing, and the near-certain audit nonconformance that any evidence of them creates. A plant has far more ways in than a house — dozens of dock doors, utility penetrations, roof-wall junctions, and drains — and rodents exploit all of them. The program is the familiar three parts scaled up: exterior bait stations mapped around the perimeter to intercept rodents before they reach the building, interior monitoring (typically mechanical traps rather than bait inside food areas) mapped along walls and runways, and relentless exclusion of the building envelope. In a plant, exclusion is ongoing building science — sealing penetrations, fitting dock seals and door sweeps, screening, and closing the routes in — and it does more for long-term control and audit performance than any treatment.

Flies and the perimeter

Filth flies and small flies threaten product-contact surfaces and signal sanitation gaps. Control leans on exclusion (tight docks and doors, air curtains where appropriate), sanitation (drains, waste handling, and the exterior grounds that draw flies), and insect light traps placed to capture flying insects without becoming a contamination source over open product. Drain-breeding flies point straight to organic buildup in drains and floor sinks, which is a sanitation fix, not a spray one. The plant perimeter and grounds matter too — nuisance birds roosting on the building or at the docks are a contamination and audit concern managed through exclusion and habitat work, and carpet beetles and other scavengers turn up in accumulated debris.

Allergens, sanitation, and why pest control can’t work in isolation

In a modern plant, pest management is bound up with allergen control and sanitation, and a good program respects that. Cross-contact is a serious hazard: a plant that runs allergen-containing ingredients — milk, wheat, soy, tree nuts, peanuts, egg — manages them through dedicated equipment, scheduling, and validated cleaning, and pest work has to fit inside those controls rather than cut across them.
