What are muskrats, and what makes them a problem here?
A muskrat problem on the water rarely announces itself the way a raccoon in the attic does. There’s no noise overhead, no torn soffit, no animal you can point to. Instead the shoreline quietly starts to fail — a soft spot in the lawn near the seawall, a dock post that’s leaning a little more each year, a section of bank that caves when you step on it — and by the time it’s obvious, a muskrat (Ondatra zibethicus) has been tunneling into your bank for a season or more, entirely underwater and entirely out of sight. That hidden, structural nature is what makes muskrats a specialized waterfront problem rather than a nuisance you can shrug off.
The muskrat is a semiaquatic rodent, roughly rat-sized at two to five pounds and sixteen to twenty-five inches long counting the tail, with dense, nearly waterproof dark-brown fur, small eyes and ears, short clawed front feet built for digging, and partially webbed hind feet built for swimming. The giveaway, if you get a look at one, is the tail: thin, scaly, and flattened side-to-side, so it sculls behind the animal like a rudder rather than trailing flat. That’s the fastest way to tell a muskrat from a beaver, which is many times larger and carries a broad, flat, horizontal paddle. The two animals share the same lakes and rivers around here and get confused constantly, but they cause completely different kinds of damage and call for different work.
Around Clintonville and the broader Waupaca County waterfront, muskrats are everywhere there’s shallow water and a diggable bank — which is to say, nearly everywhere. The Waupaca Chain O’ Lakes, the Wolf and Little Wolf and Embarrass rivers, farm ponds, millponds, and the slow marshy backwaters that connect them are ideal muskrat country. And because so much of that shoreline now carries docks, boathouses, seawalls, retaining walls, and earthen dams, a burrowing rodent that would go unnoticed on a wild marsh bank becomes a genuine structural problem on a developed lakefront or a managed pond.

Wisconsin biology and the burrowing cycle
Understanding muskrat behavior means understanding two things: they are prolific breeders, and they are compulsive diggers. Both drive the damage.
Breeding starts in early spring, not long after ice-out, and runs through summer. A female muskrat carries a litter for about thirty days and can raise two or three litters in a single season, with each litter averaging four to eight young — spring and summer litters tend to be the largest. Do the arithmetic across a whole shoreline and it’s clear why muskrat populations rebound so fast: a stretch of bank that held a couple of animals in April can be crowded with dispersing young by fall. Those young don’t stay put. As each litter matures, the previous ones are pushed out to find their own territory, and they move along the shoreline looking for open, diggable bank — often the manicured, softened, easy-to-dig bank of a lakefront lot rather than the tangled natural marsh.
The denning behavior is what does the damage. In classic marsh habitat, muskrats build push-ups and lodges — dome-shaped piles of cattail, bulrush, and mud out in the shallows, with underwater entrances. But on the firmer, defined banks of a lake, a river, a pond, or a dam, muskrats overwhelmingly choose bank burrows instead. The animal starts its entrance underwater, usually well below the surface so it stays open under ice, then tunnels horizontally into the bank and angles the run upward and back so the living chamber ends up dry, above the waterline, and deep inside the soil. A single burrow system isn’t a single hole — it’s a branching network of runs, multiple underwater entrances, and one or more chambers, and an established family keeps enlarging it over months and years.
That’s the crux of the problem. The entrances are invisible from shore because they’re underwater. The chambers and runs are invisible because they’re buried in the bank. What you eventually see is the consequence — the soil above a hollowed run losing support and settling, or collapsing outright when weight comes onto it. On a wide natural bank that’s cosmetic. Behind a seawall, under a dock footing, or inside an earthen dam, it’s structural.
Diet reinforces where they dig. Muskrats are mostly vegetarian, feeding heavily on cattails, bulrushes, and other aquatic and shoreline plants, and supplementing with mussels, snails, frogs, and the occasional bit of fish or crop when plants are scarce. That ties them tightly to the vegetated, shallow edges of a waterbody — exactly the transition zone where lawns, beaches, and shoreline structures meet the water on a developed property.
Muskrats are active year-round, including all winter under the ice, which is the detail most homeowners miss. There’s no dormant season during which the burrow stops growing. A den dug in October keeps expanding through the winter as the animals live in it, so the damage accumulates through the exact months when the shoreline is frozen and nobody’s looking at it. Come spring, the bank that looked fine in November can be visibly failing.
The season on the water here
Spring, right after ice-out, is when muskrat activity becomes visible again and when dispersing young from last year’s litters are on the move looking for bank to claim. It’s also when the winter’s hidden damage first shows — the thaw softens the soil, and hollowed banks that held up under frozen ground start to slump and cave. Spring is the time a lot of lakefront owners open the cabin and discover a section of shoreline, a seawall, or a dock has shifted over the winter.
Summer is peak breeding and peak feeding. Litters are being raised in the bank chambers, the animals are eating and digging hard, and burrow systems expand fastest. This is when a small, tolerated muskrat presence can turn into a real bank problem, especially on ponds and low earthen banks.
Fall brings the most obvious surface activity. Muskrats feed heavily and reinforce or extend their dens ahead of winter, so you’ll see more swimming, more cut vegetation floating near shore, and more fresh digging. Fall is the ideal window to act, because you can find the active runs while the animals are working them, and get ahead of a winter’s worth of under-ice tunneling.
Winter looks quiet from the surface, but it isn’t. Muskrats stay active beneath the ice all season, and the burrow keeps growing. The risk here is twofold: the damage compounds while you can’t see it, and on a dam or steep bank a person or plow can break through a hidden void near the edge.
Around the Chain O’ Lakes and the Wolf River corridor specifically, the seasonal-cabin pattern makes this worse. A shoreline that’s watched daily in July sits unwatched from October to May, which is exactly the stretch when muskrats do their quietest, most persistent damage. Local waterfront drivers
Muskrat pressure around here isn’t random; specific features of this landscape concentrate it.
The Waupaca Chain O’ Lakes is twenty-two spring-fed glacial lakes with a heavily developed, structure-lined shoreline — seawalls, riprap, retaining walls, boathouses, piers, and manicured lawns running down to the water. Every one of those transitions is a place where soft, workable soil meets shallow water, which is precisely the bank a muskrat prefers over wild marsh. Developed shoreline doesn’t repel muskrats; it invites them and then gives them something expensive to undermine.
The Wolf and Little Wolf rivers, and the Embarrass, offer long stretches of slow current, undercut banks, and vegetated edges — prime river-muskrat habitat. On flowing water the concern shifts toward bank erosion and undercutting, where muskrat tunneling accelerates the bank loss the current is already causing, and toward damage to the docks, piers, and boat accesses that line the river through Fremont, Royalton, and the fishing communities along the corridor.
Farm ponds, millponds, and earthen dams are the highest-stakes situations. A great many ponds in this county are held by an earthen dam or berm, and a muskrat burrowing into the upstream face of that embankment is drilling a seepage path straight through the one structure holding the water back. The same goes for the old millpond dams scattered across the region’s rivers. This is not a cosmetic problem — it’s a dam-safety problem, and Wisconsin recognizes it as one.
Finally, the region’s glacial terrain and generally soft, sandy-to-organic shoreline soils make for easy digging. Muskrats don’t have to work hard to hollow out these banks, which is part of why populations here are so productive and why unprotected banks fail relatively quickly.
Signs of muskrats
Because the burrowing is hidden, you learn to read the indirect signs.
The animal itself, if you spot it, swims low with just the head and back showing, leaving a narrow V-wake and often that thin tail sculling behind — smaller and lower in the water than a beaver, and without the big paddle-slap. Feeding sign is common: floating clipped cattail and bulrush stems, little rafts of cut vegetation near shore, and cleared, muddy feeding spots along the edge. Slides and runs appear where muskrats repeatedly climb the bank — worn, muddy channels a few inches wide leading from the water up into vegetation. In shallow, marshy spots you may find push-ups or lodges of piled vegetation.
But the signs that actually matter on a developed property are the structural ones. Soft, spongy, or sunken patches in the lawn near the shoreline. Cave-ins that open up when weight comes onto the bank — a mower wheel dropping in, a soft spot underfoot near the seawall. Dock posts and boathouse footings that lean, settle, or shift over a season. On a dam or pond berm, look for slumping on the upstream face, small whirlpools or seepage on the downstream side, and any depression in the crest. A visible hole at or just below the waterline confirms it, but you often won’t find the entrance — you’ll find the collapse it caused. When the first symptom is a moving structure rather than a rodent, that’s the muskrat signature.
Damage and risk
The core of muskrat damage is loss of bank integrity. A hollowed bank is a weakened bank, and the failures follow from there:
Shoreline erosion and collapse. Tunnels and chambers remove the internal support from a bank. On a lakefront, that means slumping, caving, and accelerated erosion right where you’ve invested in lawn, beach, and shoreline plantings. On a river it compounds the undercutting the current is already doing.
Dock, pier, and boathouse damage. These structures depend on solid soil around and beneath their footings. When muskrat runs honeycomb that soil, footings settle unevenly, posts lean, and slabs crack. Because the tunneling is underwater and out of sight, the first indication is usually the structure itself going out of level — an expensive way to find out you had muskrats.
Seawall and retaining-wall undermining. A wall is only as good as the soil behind and beneath it. Muskrats tunneling behind or under a wall wash out that backing, and the wall bulges, tips, or fails. Shallow-founded walls are especially vulnerable.
Earthen dam and pond-berm failure — the serious one. The DNR is explicit that muskrats tunnel into the upstream face of embankment dams, typically starting six to eighteen inches below the waterline and angling upward into the fill. Those burrows create seepage pathways through the embankment. Left alone, a seepage path can enlarge and “pipe,” carrying soil out with the water and progressively weakening the dam until, in the worst case, it breaches. A dam breach is a safety and liability event, not a repair bill. This is why a muskrat in a dam is categorically different from a muskrat in a natural bank.
Injury and equipment risk. A hidden void near the water’s edge is a place for a person, a child, a pet, or a mower to break through — a real hazard on a steep bank or a dam crest.
The disease angle exists — muskrats can carry giardia, and less commonly tularemia and leptospirosis, so nobody should handle them or let a dog mouth a carcass — but on a waterfront property the structural risk is what drives the urgency.
Why doesn’t DIY work on muskrats?
Homeowners try a predictable set of fixes on muskrats, and they fail for consistent, physical reasons.
Filling the holes. The instinctive move is to shovel dirt into a visible cave-in. It rarely holds. The animals simply reopen the run or dig a fresh entrance, and — critically — on a dam or berm, dumping loose, uncompacted fill into a burrow can make the seepage problem worse, not better, because loose soil pipes even more readily than intact fill. Proper repair on an embankment means excavating the burrow to eliminate every void and backfilling in compacted layers with the surfaces scarified between lifts, which is real earthwork.
Trapping a few and stopping. Muskrats breed fast and the shoreline refills. Pull two animals, leave the open burrows and the soft vegetated bank, and dispersing young move straight into the existing tunnels within weeks. Removal only lasts if it’s paired with making the bank unattractive to the next muskrat.
Repellents and gadgets. Ultrasonic devices, mothballs, and the various “repellents” sold for burrowing animals don’t reliably move a muskrat off good habitat and food, and they do nothing about the burrow that’s already there.
Poison. Beyond being ineffective and inappropriate for this animal, poisoning near the water is an environmental and legal problem — the last thing you want is toxicant in a lake or trout stream.
Ignoring the regulatory piece. Muskrats are a regulated furbearer, and where a dam is involved, the DNR advises contacting your local wildlife conservation warden before you work on the bank. A well-meaning owner who starts trapping out of season or excavating a regulated dam can create a compliance problem on top of the structural one.
And the underwater, hidden nature of the burrows means most owners simply can’t find the active entrances and runs to place traps effectively in the first place — you end up guessing, which is why casual trapping tends to catch the slow learners and miss the resident family.

We remove the resident muskrats using traps placed precisely along the active runs, slides, and entrances we’ve identified — the placement is the whole game, and it’s what casual trapping gets wrong. Removal is timed and located to take the resident family, not just the occasional passerby.
Protect and repair the bank. Removal without bank work is temporary, so we advise on and coordinate the shoreline side: proper rock riprap extending below the waterline (the DNR recommends reaching at least three feet below the surface on dams), because well-placed stone is one of the few things muskrats can’t readily dig through; reducing the dense shoreline vegetation that feeds and hides them; and, on a dam, proper excavation and compacted backfill of the burrows rather than a loose fill that pipes.
Follow up. Because dispersing young keep testing good habitat, we check that the shoreline stays clear and that the bank treatment is holding, rather than calling it done after the first animal.

Protecting shorelines, docks, and dams
The durable fix is making your bank a place muskrats can’t easily use, and it’s largely about the transition zone where land meets water.
Riprap the vulnerable bank. Sound rock riprap founded below the waterline is the single most effective muskrat deterrent for a dam or a high-value bank. The key is that it extends well below the surface — the DNR’s dam guidance is at least three feet below the waterline — because muskrats attack from underwater. Riprap that stops at the waterline just invites them to dig beneath it.
Found seawalls and retaining walls deep. A wall only stops muskrats if it’s founded below their digging zone and backed by soil they can’t tunnel behind. A shallow decorative wall with soft fill behind it is not protection.
Reduce shoreline vegetation. Muskrats want dense cattail and bulrush cover for food and concealment. Thinning that vegetation along a managed shoreline — within whatever shoreline-zoning rules apply — removes both the pantry and the cover, making the bank less attractive.
Protect dock and boathouse footings. On new or repaired structures, footings founded on solid, protected ground (or on riprap-armored bank) resist undermining far better than posts set in soft, diggable soil at the waterline.
Inspect dams on a schedule. For any pond or millpond held by an earthen dam, regular inspection of the upstream face and the crest — watching for slumping, seepage, and burrow entrances — catches muskrat activity while it’s still a repair rather than a failure. Regular maintenance is itself a deterrent.
A shoreline built and maintained this way tends to close out other bank problems too. The same riprap and reduced-cover approach that stops muskrats makes the bank less useful to other burrowers, and it stabilizes the shore against ordinary wave and current erosion at the same time.

In the meantime, keep people, kids, pets, and equipment off any soft or caved section of bank until it’s assessed — a hidden void near the water is a genuine fall-through hazard. Don’t dump loose fill into a burrow on a dam, since that can worsen seepage. And don’t start trapping out of season or excavating a regulated dam on your own, because the compliance rules around furbearers and dams are easy to run afoul of.
