There’s a second fact that shapes every woodpecker job in a way most pests don’t: native woodpeckers are federally protected. Under the Migratory Bird Treaty Act, it is illegal to kill, trap, or harm them, or to destroy an active nest, without a federal permit. Wisconsin hosts several woodpecker species, and telling them apart helps because their motives — and the right response — differ.

The downy woodpecker is the small, common black-and-white bird (about six inches) seen at feeders and on siding year-round; the nearly identical but larger hairy woodpecker does the same. Both drum and both dig for insects. The red-bellied woodpecker, barred black-and-white with a red cap, is increasingly common and a frequent house-drummer. The northern flicker is a large brownish woodpecker that spends a lot of time feeding on the ground but will excavate sizable nest and roost cavities in siding — flickers are behind many of the big, ragged holes people find. The pileated woodpecker, crow-sized with a flaming red crest, is our largest and can do dramatic damage when it targets a structure, though it more often works dead trees. The red-headed woodpecker rounds out the resident cast.

The one whose damage is unmistakable is the yellow-bellied sapsucker. It drills neat, evenly spaced horizontal rows of shallow holes — sap “wells” it returns to for the sap and the insects the sap attracts. If you’re looking at tidy lines of small holes in siding, trim, or a favorite tree, that’s a sapsucker, and it calls for a different response than a flicker excavating a nest hole.

The reason species ID matters is that it hints at motive. A downy or hairy hammering intermittently at scattered spots is likely feeding on borers. A flicker or pileated digging a deep, rounded cavity is likely nesting or roosting. A bird pounding rhythmically on the metal chimney cap or a gutter at dawn in May is drumming for territory. And rows of holes mean sapsucker feeding. Each points down a different path.

Wisconsin behavior: the three reasons woodpeckers hit houses

Every woodpecker-on-a-house problem traces back to one of three behaviors, and sorting out which one you have is the diagnostic that makes the whole job work.

Drumming (territorial signaling). In spring, male woodpeckers drum — rapid, rhythmic hammering — to announce their territory and attract mates. The point is volume and resonance, not digging, so they seek out the loudest surfaces they can find: metal flashing and chimney caps, gutters and downspouts, TV antennas, hollow-sounding trim, vents, and thin resonant siding. Drumming is startling, especially at first light, but it usually does little structural damage because the bird isn’t trying to penetrate the surface — it’s trying to make noise. The catch is that a drummer can still dent and scar metal and fixtures, and the behavior is maddening at 5 a.m. It’s tied to the breeding season and tends to fade as spring gives way to summer.

Excavation (nesting and roosting). Woodpeckers are cavity nesters. In spring they dig rounded nest holes, and in fall they excavate roost cavities for winter shelter. On a house, they’ll target soft, punky, or rotted wood — aged cedar, weathered fascia and trim, wood siding on the shaded or damp side of a building — and produce a clean-edged, deep hole, often with a pile of wood chips below. This is destructive: a nest cavity means weeks of enlargement, and an open cavity invites water and rot. Fall roost-hole excavation is a second, quieter season of this same damage.

Feeding (the important one). Woodpeckers eat wood-boring insects — beetle larvae, carpenter ants, carpenter bees, and other borers — and they are extraordinarily good at detecting them, hearing the larvae moving inside the wood and drilling precisely to reach them. When a bird returns obsessively to the same area and digs deep, ragged, irregular holes, it is almost always mining insects it can hear in the siding or trim. This is the behavior people most misunderstand, because they focus on the bird when the bird is actually pointing at an infestation. Persistent, localized, ragged pecking is a diagnostic sign of wood-boring insects. Deter the bird without treating the insects and the pecking continues, because the food is still there.

When are woodpeckers active in Northeast Wisconsin?

What draws woodpeckers to your house specifically

Older, weathered buildings. Aging fascia, soft rotted trim, and weathered wood siding on the area’s pre-war farmhouses, barns, and outbuildings give excavators the soft wood they prefer for cavities and give borers a foothold that then draws feeders.

Signs and how to read them

Reading the pattern of damage tells you the cause, which is the whole game.

Neat rows of shallow holes = sapsucker feeding on sap.

Deep, ragged, irregular holes clustered in one area, revisited repeatedly = feeding on wood-boring insects. Look for the bird returning to the same spot day after day; that persistence is the tell that there’s food in the wood.

Alongside the damage itself, you’ll often hear the bird (the drumming or the tapping) and see it working the wall. Where feeding is the cause, you may also find the supporting signs of the insect problem — carpenter bee entry holes (round, dime-sized), sawdust-like frass, or carpenter ant activity — near the pecked area. The risks and the damage

Woodpecker damage isn’t a health hazard the way a raccoon latrine is, but the structural and financial toll is real and compounding.

Water intrusion and rot. Every hole and cavity is a way in for water. Once moisture gets behind siding or into fascia and trim, you get rot — which softens the wood further, which attracts more borers, which draws more woodpeckers. Left unrepaired across seasons, a few holes become a maintenance problem that spreads.

Cavity damage. A nest or roost cavity is significant localized destruction — a fist-deep hole in siding or fascia, often enlarged over weeks, with the surrounding wood weakened. On fascia and soffit, that can open the building envelope to other wildlife.

Recurring, spreading damage. The defining feature of a woodpecker problem is that it repeats. Because the bird is responding to a cause — resonance, soft wood, or insects — it comes back and often works new spots, so a single unrepaired, untreated problem tends to grow across a wall and across seasons.

Shooing the bird off treats the moment, not the cause. Chasing a woodpecker away feels productive, but if the resonant surface, the soft wood, or the insects are still there, the bird — or the next one — returns on its own schedule.

Single gimmicks used alone tend to just move the bird a few feet. One reflective strip, one balloon, one covered patch: the bird shifts over and keeps working the same wall, because the attractant across the rest of the surface is unchanged.

Repairing holes without addressing the cause invites a repeat. Patch and paint over a feeding hole while the borers are still inside, and the bird reopens it or opens a new one nearby.

And then there’s the legal trap. Because native woodpeckers are federally protected, the frustrated homeowner who reaches for a lethal fix — or destroys an active nest — is breaking federal law and exposed to penalties, all while still not fixing the reason the bird was there. The single most common DIY failure is treating a woodpecker as a bird to be eliminated rather than a symptom to be read.

The deepest failure of all is missing the insect connection. Without the ability to inspect for and treat wood-boring insects, most DIY (and most bird-only “control”) never touches the actual cause of persistent feeding damage.

Stay ahead of carpenter ants, carpenter bees, and beetle borers in siding, fascia, and trim, and address the moisture that lets them in — because a house free of wood-borers gives feeding woodpeckers no reason to drill.

Maintain the wood. Keep siding and trim sound, sealed, and painted or stained; replace soft, rotted, or punky wood promptly. Well-maintained, finished wood is both less appealing to excavators and less hospitable to borers. On new or re-siding projects, understand that bare and stained cedar carries more woodpecker risk than sealed or non-wood options.

Damp the resonant surfaces. Secure and pad loose metal flashing, chimney caps, gutters, and downspouts so spring drummers lose their favorite loud spots.

Deter early and on the spot. At the first sign of repeated pecking, deter the specific area with moving visual deterrents and, where warranted, netting or covers, before the bird establishes a habit. Deterrence is far easier before a bird has locked onto a nest cavity or a rich feeding zone.

Repair promptly. Close holes as they appear to shut out water, prevent rot, and remove the easy re-entry an open hole offers.

Because woodpecker feeding so often signals an insect problem, the single best long-term protection is keeping the wood of your home and outbuildings free of borers — which is ordinary, ongoing pest control done well.
